Multiple effects on enemies can be Consumed. Only one Consumption benefit can occur at once, and Consumption effects from Skills will take priority over those from other sources.

Effect consumption is a property of certain skills and support gems that involve removing a debuff on the targetted enemy to improve or add a skill effect. Skills which consume debuffs have the Payoff tag.

Mechanics

Only a single consumption effect can occur for each debuff at a time (e.g. two Shock consumption effects cannot occur simultaneously), and effects from skills take priority over support gem effects (e.g. Blood Hunt consumes Bleeding, therefore Haemocrystals cannot also consume Bleeding).
