Any effect that causes the visible bolt counter on the supported skill to increase will contribute to Fresh Clip. For example, Auto Reload and Emergency Reload will provide damage, but 'chance to not consume a bolt' from Ammo Conservation or Rampart Raptor will not.
Reloading while the skill is still partially loaded will only count the missing bolts.
The effect of Fresh Clip is not capped by the skill's maximum bolts. Multiple full reloads within 6 seconds can contribute simultaneously.
