Resistance penetration and reduction/exposure order
Resistance mitigates elemental and chaos damage. Effects such as exposure or area penalties apply here. The attacker's penetration applies afterward to the final resistance value, though it cannot penetrate below 0% resistance. If the resistance is at 0% or negative, penetration has no effect.
1. So if the enemy has 30 cold resistance, has cold exposure (-20 resistance) and i have 30 cold penetration, this would result in as if enemy has 0 resistances (instead of -20% if the order would be first apply -30% penetration, then -20% exposure)?
2. How would the Passive "Heavy Frost" Hits ignore non-negative Elemental Resistances of Frozen Enemies would effect total res mitigation in conjunction with penetration and exposure/-resistance?
Some examples would be nice to add here.

Likely Error in the damage Formula
In the current version of the page, Modifiers to minimum or maximum damage range are said to be applied at the flat damage level before conversion. This is true for the given example of Heft, but inconsistent with the "Wild Storm" notable, which grants "15% more Maximum Lightning damage", and is functional after conversion.
Given this inconsistency and the fact that Heft isn't affecting spells at all currently, it's likely that Heft is bugged in its current version and should'nt be used as an example.
So the Modifiers to minimum and maximum damage probably apply at the "Damage multipliers" level, where it is way more consistent with the rest of the game's logic.
