Caster Weapon Quality and Granted Skill Quality
Caster weapon quality does seem to affect granted skill quality, verifiably for some weapons. However, the inherited quality doesn't appear on the skill gem page, and for some quality boosts it doesn't even appear in the details pane. I have tested this with a Chiming Staff. Sigil of Power visibly gains area with quality.
In the details pane for these Sigils, it shows a Sigil Radius of 3.0 Meters (default) for the 0 quality staff, and 3.9 meters for the 20 quality staff. You can verify this yourself with a cheap chiming staff and some arcanist's etchers.
