Hits against Full Life Enemies remove between 5% and 30% of Life, before the damage of the Hit is applied.
Decimating Strike, when applied to your hits, causes enemies on full life to lose a proportion of their life before damage is applied.
The Witchhunter notable Judge, Jury, and Executioner and 
Aerisvane's Wings applies Decimating Strike to all your hits.
Stats that care about enemies being on full life will still apply to the hit.
Decimating Strike percentage is always calculated based on a percentage of single-player monster life. This results in lower relative life loss when monsters are affected party stat bonuses.
