Enemies in your Presence Resist Elemental Damage based on their Lowest Resistance: All fire, cold, and lightning damage received by enemies is resisted by the enemy's lowest value between fire, cold, or lightning resistance, regardless of the specific elemental damage type received. This includes damage over time. Chaos resistance is not factored, and this does not apply to physical or chaos damage.
Lowest resistance is factored after all reductions or increases to resistances including exposure. It does not factor in penetration; this applies after the lowest resistance is chosen. Penetration only applies if it matches the damage type of the resistance being used.
This does not mean a skill deals the damage type of the resistance being used; for example, Spark being resisted against Fire Resistance will not cause Spark to scale with fire damage modifiers or increased fire damage taken.
