You count as on Full Mana while at 90% of maximum Mana or above: By default, this modifier allows the wearer to benefit from ...while on Full Mana stats below full mana.

If this modifier is corrupted to be over 101% or greater, this prevents the player from benefiting from ...while on Full Mana stats, but mana leech is still removed when mana reaches 100% of maximum mana as leech only cares if a resource can be further filled.
