Mechanics

Rolls only the minimum or maximum Damage value for each Damage Type: This modifier causes the item's local damage range to have only 2 possible values - the minimum or maximum. For example, if the weapon rolls Adds 1 to 120 Lightning Damage, the base damage of this weapon will be either 1 or 120, not 1 to 120. Because of this, a source of lucky damage (e.g. Lightning Rod) is incredibly valuable to reduce the chance of rolling 1 damage.
