Mechanics

It is possible to remove the Lose 1% of Life on Kill and Lose 1% of Mana on Kill modifiers from this item through corruption in some cases if it chooses the "change modifier value" outcome due to issues with rounding negative values (the internal stats are Recover -1%).

Item acquisition

Arvil's Wheel can drop anywhere. It can be chanced.
